PASRR Technical Assistance for States (Long-term Care)

Client: Centers for Medicare and Medicaid Services (CMS)

Formerly under subcontract to IBM Truven Health Analytics, Mission Analytics provided states and CMS with technical assistance and information to improve the effectiveness of states’ Preadmission Screening and Resident Review (PASRR) programs. PASRR has three main objectives: to see that individuals who apply to a Medicaid-certified nursing facility (NF) are evaluated for mental illness and/or intellectual disability and related conditions; to see that they are placed appropriately, whether in nursing homes or in the community; and to ensure that they receive the services they need, wherever they are placed. The PASRR programs in many states do not fully comply with federal regulations or could use assistance in implementing these programs more effectively. To help states improve their programs, the project team established the PASRR Technical Assistance Center (PTAC), which included a group of expert consultants. Mission Analytics facilitated discussions and meetings between PTAC consultants, CMS staff, and state staff; facilitated CMS Regional PASRR calls and trainings; maintained a website; conducted a series of monthly webinars; and developed technical assistance materials both for states and for CMS. See the project website http://www.pasrrassist.org/.

As of 2020, this work is continuing under subcontract to New Editions Consulting.
